Purpose:
The aim of the innovative program is to provide versatile knowledge of the development of economic and innovation policy, cooperation formats of the private, public and third sectors, and leadership, storytelling and entrepreneurship in the public sector.
The program brings together the best public sector management practices and experts from different parts of the world, including the Great Britain, Estonia, Finland and Singapore.
The program is aimed at public sector managers, specialists, project managers and politicians, as well as everyone else who is interested in or comes into contact with national or local government issues in various ways. People associated with multilateral international organisations and consulting companies are also welcome to this new and international training programme.
Target group:
* Public sector managers and leaders. * Middle managers on their way to top management in the public sector (country/city/international organisations). * Economic, entrepreneurship and innovation policy makers. * Public sector professionals and managers taking a sabbatical or gap year. * Employees of consulting and auditing companies. * Middle and top managers from the private sector plan to start a career in the public sector (or are hired there). * Politicians (including, for example, entrepreneurs entering politics) and advisers. * Employees of international organizations. * Employees and managers of professional and industry organisations. * Employees of state or city-owned companies. * Managers and employees of universities and other development institutions.
Outcome:
Learning outcomes of the module:
* Can analyse economic and innovation policy, evaluate and manage complex programs.
* Can work with complex problems and design appropriate local, national and global policies and solutions.
* Understands the nature of entrepreneurship, innovation, leadership and management in the public sector.
* Is familiar with international best practices and able to take a leadership role in a specific area of the public sector.
* Is able to convincingly market his field, organisation or country as a whole, telling a narrative that reflects wider benefits.
* Understands the importance, techniques and tools of both organisational and personal branding.
* Understands the philosophy of a big society and understands the role of social innovation and entrepreneurship in the development of the country.
Starting conditions:
A prerequisite for starting the studies is a bachelor's degree or a corresponding level of education. Registration for the program is based on a letter of motivation.

Tartu linn The program takes place in session training in Tartu University's Delta Centre with web support in the Moodle environment. In session learning, teaching takes place through a combination of video lectures and webinars, supported by independent readings and assignments in the Moodle environment. Learning environment:
Studies and teaching takes place in appropriate classrooms, which have the required teaching equipment and meet the health and safety requirements.

In the academic year 2024/2025, the program consists of five subjects in the spring semester, which are read together with the Master's program of Contemporary Economy and Entrepreneurship in Economic Policymaking:

SVMJ.08.006 Experimentation in Modern Economic Policy (3 ECTS)
SVMJ.08.008 Innovation in the Public Sector and Economic Policymaking (3 ECTS)
SVMJ.08.018 Leadership, Storytelling and Public Entrepreneurship (3 ECTS)
Requirements to complete:
According to the conditions for passing substances. In order to obtain the certificate, it is necessary to successfully pass 100% of subjects with a total volume of 15 ECTS.

Admission is based on 1) a bachelor's degree or an equivalent level of education and 2) submission of a motivation letter.
